New York Congressman Brian Higgins just said in a statement Tuesday night that the United States is planning to reopen its land border through all ports of entry to fully vaccinated non-essential travellers from Canada and Mexico in early November.

This is three months after Canada began allowing fully vaccinated U.S. visitors into the country for non-essential travel.
